Office Fit-Out Company in Dammam: Design and Build for Eastern Province Offices

Design and build office fit-out in Dammam, Al Khobar and Dhahran, from workplace planning, meeting rooms and acoustics to AC for humid air, IT rooms, data cabling, finishing and furniture. Planned around landlord manuals, Balady and Civil Defense, with an itemised BOQ after a site survey.

Office fit-out in Dammam, Al Khobar and Dhahran

An office fit-out in Dammam turns a bare or base-built floor into a working office: space plan, interior design, AC and electrical changes, data cabling, partitions, ceilings, flooring, joinery, furniture and handover. NoVi Designs and Finishing delivers it as one design and build scope across Dammam, Al Khobar and Dhahran, or as design only if you already have a contractor.

Our design studio is in Cairo and we execute fit-out projects in Egypt and in Saudi Arabia. For Eastern Province offices, design is led from the studio and site surveys in Dammam, Al Khobar and Dhahran are arranged by appointment. After the survey you receive a space plan, a programme and an itemised BOQ.

Who fits out offices in the Eastern Province

The Eastern Province office market is shaped by energy and industry, so the briefs differ from a Riyadh head office or a Jeddah trading office:

  • Engineering, procurement and construction firms: project offices that grow and shrink with contracts, with large drawing and document areas, plotters, training rooms and many meeting rooms for client reviews.
  • Oilfield service and technical contractors: admin and sales offices next to workshops or yards, where the office has to stay clean and quiet beside an operational site.
  • Regional offices of national and international companies: a reception, boardroom and executive area that represent the brand in the region, plus open work areas for local teams.

Many tenants here work with large energy and industrial clients, which often means formal document control and a strict safety culture that the fit-out site should match.

Where Eastern Province offices sit, and what each area asks of the fit-out

Without claiming projects in any of them, these are the office areas tenants compare most:

  • Dammam, King Fahd Road and nearby districts: commercial towers and mid-rise office buildings along the main roads, where reception, parking and signage carry weight.
  • Dammam, King Saud Street and the older centre: mixed-use buildings where existing AC, electrical capacity and washrooms often need a survey before any design is fixed.
  • Al Khobar, King Saud Street, King Fahd Road and the Corniche: established commercial streets and sea-facing floors where glare and solar gain matter.
  • Al Khobar, Al Rakah and the roads towards Dhahran: office buildings of different ages, so the handover condition should be checked floor by floor before a layout is fixed.
  • Dhahran Techno Valley near KFUPM: research centres and technical offices, where landlord rules and services loads can differ from a standard office tower, so we confirm them with the operator first.
  • Dammam 2nd Industrial City: admin blocks inside industrial plots, where dust, noise and truck access affect the layout and the finishes.

Further out, SPARK, the King Salman Energy Park between Dammam and Al Ahsa near Abqaiq, and the industrial cities of Jubail and Ras Al Khair have their own admin offices. Tell us early if your site is there, so logistics can be assessed separately.

Grade A towers or an older building: what changes

The building you lease decides a large part of your scope and your risk. In a newer Grade A building you usually get a clear tenant fit-out manual, a central AC system with known capacity, a sprinkler and fire alarm network laid out for an open floor, and a building management team that reviews your drawings. The work is predictable, but rules are stricter.

In an older or mixed-use building in Dammam or Khobar the conditions vary floor by floor. Ageing split or package AC units, limited electrical capacity, low slab heights and no raised floor are common, so the survey comes before the design. Before you sign a lease, send us the floor plan and we will test a layout against it.

Category A, Category B and the landlord fit-out manual

Category A is the landlord's base finish: typically ceiling, base lighting, AC distribution, fire alarm and sprinklers for an open floor, sometimes with a raised floor. Category B is the tenant fit-out that turns that floor into your office: partitions, meeting rooms, reception, pantry, prayer room, IT room, finishes, furniture, AV and branding. A shell and core floor has neither, so both layers fall on the tenant.

Many Grade A buildings in the Eastern Province issue a tenant fit-out manual. It usually sets drawing submission stages, the landlord's approved contractors for fire and BMS works, insurance, working hours, noise limits, lift use, deliveries and a deposit. We read it before the concept, because a rule found late can move the programme by weeks.

Workplace strategy: headcount, growth and hybrid work

A good office plan starts with how your people work, not with furniture. During the Discover stage we collect:

  • Headcount today and in two to three years: by team, so the plan can grow without a second fit-out.
  • Attendance pattern: who is in the office every day, who is on site or in the field, and who works hybrid. Project and field teams in the Eastern Province often spend part of the week at client sites, which can justify shared desks for some teams.
  • Enclosed versus open space: managers, HR, finance and legal often need private rooms, while engineering teams usually work better in open zones close to their meeting rooms.
  • Support spaces: prayer rooms for men and women, a pantry, storage, a print and plotter area, a mothers' room and, where needed, separate entrances or areas.

We turn this into a test fit with desk counts and a room schedule you can compare between buildings.

Meeting rooms, acoustics and focus space

In many offices, meeting rooms run out before desks do. Client reviews, tender meetings and video calls with Riyadh or abroad fill them quickly, so we plan a range of room sizes.

  • Room mix: one or two person focus rooms and phone booths, four to eight person rooms for daily work and a larger room for workshops and client presentations.
  • Acoustic privacy: partitions taken to the slab or fitted with ceiling barriers, acoustic seals on doors, and glass specified for sound, not only for looks.
  • Room acoustics: absorbent ceiling tiles, wall panels and carpet where video calls happen, so voices do not echo in glass rooms.
  • AV and booking: screens, cameras, microphones and booking panels coordinated with power and data positions before the walls close.

MEP for an Eastern Province office: humid air, heat and power

The Gulf coast is hot and often humid through a long summer. Most fit-out problems start in the mechanical and electrical design, so we coordinate it with the building engineer from the first layout.

  • AC load and zoning: meeting rooms, training rooms and glass offices on sunny facades need their own zones and controls. A floor designed for open plan rarely cools a dense meeting room properly without changes.
  • Humidity and fresh air: treated fresh air and dehumidification matter as much as cooling, so rooms do not feel damp or stuffy. Insulation and vapour sealing on ducts and chilled water pipes are checked before ceilings close.
  • Raised floors and power: where the building allows it, a raised floor gives flexible power and data at every desk. In older buildings without one, we plan floor boxes, perimeter trunking or ceiling drops instead.
  • Fire and life safety: new rooms usually mean changes to sprinklers, smoke detectors, emergency lighting and exit signs, carried out to the building and Civil Defense requirements.

IT rooms, data cabling and access control

For engineering and technical companies the network is part of the office, not an extra. We coordinate the following with your IT team or provider:

  • Server or comms room: located away from wet areas, with dedicated cooling that runs when the main AC is off, clean power, a raised or sealed floor and controlled access.
  • Structured cabling: data points per desk and per room, cable routes, containment and labelling, tested and documented at handover.
  • Access control and CCTV: card or biometric entry, separate zones for visitors, staff and secure rooms, and integration with the landlord's systems where the building requires it.

Approvals for office fit-out works in Dammam and Al Khobar

Requirements depend on the building, the scope and the activity, and the relevant authority always confirms what applies to your case. Office fit-outs in the Eastern Province typically involve:

  • The landlord or building management: drawing approval under the tenant fit-out manual, often the first and most detailed review.
  • Eastern Province Municipality (Amanat Al Sharqiya) through Balady: Balady offers a building restoration permit that a tenant of a commercial unit can apply for, based on the building permit, and drawings are often prepared by a licensed engineering office. Whether your scope needs it is confirmed at the survey.
  • Civil Defense (Salamah): the safety certificate is commonly needed to issue or renew the municipal licence for the premises. Fire alarm, sprinklers, extinguishers, emergency lighting and exits have to match what is approved.
  • Saudi Building Code: the applicable parts, including the fire code, are expected to govern fire separation, exits, accessibility, electrical and mechanical work.

Licensing stays with you or your consultant. Our role is to prepare the drawings the reviews need and build what was approved.

Working in an occupied building, and phasing

If you are refreshing a working office or expanding into the next floor, we plan:

  • Phasing: the office is split into zones so teams move once into finished space, not twice into temporary space.
  • Noisy works out of hours: drilling, cutting and demolition scheduled in the evening or at weekends where the building allows.
  • Dust separation: sealed hoarding and a clean handover of each zone.

Our office fit-out process, step by step

  1. Discover: brief, site survey in Dammam, Al Khobar or Dhahran by appointment, and an as-built layout of the existing floor.
  2. Design: concept, space plan, mood boards and 3D visuals.
  3. Shop drawings and itemised BOQ: detailed drawings for every trade and a line-by-line BOQ you can review and value-engineer.
  4. Deliver: execution on site with progress updates and checks that the site matches the approved shop drawings.
  5. Delight: testing, commissioning, snag close-out, as-built drawings and handover.

You can also commission the first stages only. Our quality management system for finishing and decoration works is ISO 9001 certified.

Programme: how long it takes and what moves the dates

We do not publish a standard duration, because it depends on the floor area, the starting condition, how fast designs are approved, landlord and authority review cycles and the lead times for furniture and equipment. After the survey you receive a programme with design, approvals, procurement and site works shown as separate stages. Local factors we plan for:

  • The summer midday work ban: outdoor work under direct sun is banned from 12:00 to 15:00 between 15 June and 15 September. Deliveries, rooftop AC work and external signage are planned around it.
  • Imported items: furniture, glass partitions, acoustic products and AV equipment can have long lead times, so we order them early.

What drives the budget of an office fit-out in the Eastern Province

We do not publish a price per square metre, because two offices of the same size can differ widely in cost. The main drivers are:

  • The starting condition: shell and core, Category A or an older floor that needs strip-out and renewal.
  • The ratio of enclosed rooms to open space, and the partition type: drywall, glass or demountable.
  • AC, electrical and fire services changes, including any new units, boards or sprinkler work.
  • IT room, data cabling, access control and AV scope.
  • Finish level in reception, boardroom and executive areas compared with work areas.
  • Custom joinery, furniture specification and how much existing furniture can be reused.
  • Landlord requirements, nominated contractors and out-of-hours working.

The itemised BOQ shows each as separate lines, so you can decide where to spend, save or phase.

Furniture and FFE for the new office

We specify and supply workstations, task seating, meeting tables, soft seating, storage, accessories and signage as part of the same scope, coordinated with power and data positions. See our furniture and FFE service for more.

Ask the team

How much does an office fit-out cost in Dammam?

We do not publish a price per square metre because cost depends on the starting condition, the mix of rooms and open space, AC and fire services changes, IT and AV, finish level and furniture. After a site survey you receive an itemised BOQ that shows every line, so the scope can be reviewed, value-engineered or phased.

How long does an office fit-out in Dammam or Al Khobar take?

There is no standard duration. It depends on floor area, whether the floor is shell and core, Category A or an older space, approval speed from you, the landlord and the authorities, and lead times for furniture and equipment. After the survey we issue a programme with each stage shown separately.

What is the difference between Category A and Category B fit-out?

Category A is the landlord's base finish, usually ceiling, base lighting, AC and fire services for an open floor. Category B is the tenant fit-out on top of it: partitions, meeting rooms, reception, pantry, prayer rooms, IT room, finishes, furniture, AV and branding.

Do I need a permit for an office fit-out in the Eastern Province?

It depends on the scope and the building. Many Grade A buildings require landlord approval under their fit-out manual. Balady offers a building restoration permit that a tenant of a commercial unit can apply for, based on the building permit, and a Civil Defense safety certificate is commonly needed for the premises licence. The relevant authority confirms what applies to your case.

Can you fit out our office while we keep working in it?

Yes, with phasing. The floor is split into zones, noisy works are scheduled out of hours where the building allows, work areas are sealed from dust, and IT moves are planned with your team so staff move once into finished space.

Do you have an office in Dammam?

Our design studio is in Cairo and we execute fit-out projects in Egypt and in Saudi Arabia. Site surveys in Dammam, Al Khobar and Dhahran are arranged by appointment, and design is led from the Cairo studio.

Can we hire you for office design only?

Yes. You can commission design only, covering the brief, space plan, concept, 3D visuals and, if needed, shop drawings and an itemised BOQ for tendering or landlord approval. Our El Mukhtar Sweets project in Al Khobar was design only.

Do you supply office furniture as well?

Yes. Workstations, seating, meeting furniture, storage, custom joinery and signage can be part of the same design and build scope, coordinated with power and data positions and ordered early to protect the programme.
