Restaurant and café fit-out in Al Khobar and Dammam means designing for a humid, salty Gulf coast, a summer of shamal dust and a broad mix of guests, from local families to Aramco professionals, students and weekend visitors from Bahrain. NoVi Designs and Finishing is a design and build contractor with a design studio in Cairo. We design restaurants, cafés, specialty coffee shops, bakeries and dessert shops for Al Khobar, Dammam and Dhahran, and on design and build commissions we take the project from concept and an itemised BOQ through to handover. In Al Khobar we designed the interior of El Mukhtar Sweets, a design-only commission.
Restaurant and café concepts we design for the Eastern Province
- Specialty coffee shops, from drive-through units on busy roads to destination cafés where people meet and work for hours.
- Waterfront restaurants and cafés on or near the Corniche, where the Gulf view and an evening terrace are part of the product.
- Family and casual restaurants with flexible group seating and a kitchen that keeps up with weekend peaks.
- Bakeries, sweets and dessert shops built around display counters that must stay clear in humid weather.
- Branches and roll-outs for brands from Riyadh, Jeddah or the wider Gulf opening their first Eastern Province location.
Proof from Al Khobar: El Mukhtar Sweets
For El Mukhtar Sweets in Al Khobar, NoVi's commission was interior design only, and the construction works were not part of our scope. The design is organised around a continuous run of display counters, so the product leads customers through the shop. The palette pairs deep green and white with light timber, terrazzo and polished concrete. Terrazzo and polished concrete are hard, easy-clean surfaces that suit a busy counter-led shop. The same thinking, a clear customer route, a strong display and durable surfaces, carries into every Eastern Province café and restaurant we design.
Specifying for Gulf humidity and salt air
Riyadh is hot and dry. Al Khobar and Dammam sit on the Arabian Gulf, where summer humidity is often very high and the sea breeze carries salt inland. Humidity tends to climb in late summer as the heat peaks, so we design for both from the first drawing:
- Corrosion-resistant metal. For exposed handrails, terrace frames, signage brackets and fixings, we typically specify marine-grade 316 stainless steel, hot-dip galvanised and coated steel and stainless or coated fixings. Mild steel and standard 304 stainless stay indoors.
- Condensation control. Insulated glazing on exposed façades, vapour-sealed insulation on chilled water and refrigerant pipes, insulated ducts and proper drains for display fridges, ice machines and the coffee bar.
- AC that removes moisture, not only heat, sized with the MEP engineer for humid fresh air, kitchen steam and a full room.
- Moisture-tolerant finishes. Moisture-resistant boards, mould-resistant paints and grouts and porcelain or terrazzo floors instead of materials that swell.
- Outdoor furniture made for sea air. Powder-coated aluminium, marine-grade stainless and solution-dyed fabrics that resist rust, fading and mildew.
Shamal dust and sandstorms: keeping the dining room clean
What sets the Eastern Province apart from Jeddah is that humidity is not the only challenge. The shamal, a strong northwesterly wind, blows across eastern Arabia in early summer and can raise dust and sandstorms that cut visibility sharply. Dust in humid air films glass, clogs filters and reaches kitchens. We plan for it with:
- Entrance lobbies or air curtains on street-front units, so the door does not pull dust and humid air into the room every time it opens.
- Sealed shop fronts and accessible AC filters, so maintenance teams can clean filters after a dusty spell without opening the ceiling.
- Terraces that can close down, with removable screens, wind-rated shade and furniture that can be stacked away before a storm.
Designing for an Eastern Province audience
The guest mix here is unusually broad, and it should shape the concept and layout:
- Local families who dine in large groups and value comfortable, partly screened seating areas.
- Aramco professionals and expatriate residents in Dhahran and Al Khobar, who expect international formats and clear Arabic and English signage.
- Students and young professionals, including those around the universities in Dhahran, who use cafés to study and work, so power points, lighting and acoustics matter.
- Weekend visitors from Bahrain who cross the King Fahd Causeway, about 25 km long, to shop and dine in Al Khobar, which can sharpen weekend peaks.
Where Eastern Province restaurant units sit, and what each asks of the fit-out
Without claiming projects in any of them, these are the locations operators compare most:
- Al Khobar Corniche and Prince Turki Street. Waterfront dining and late-night cafés. Salt exposure is at its highest, and the terrace and evening shop front often matter as much as the interior.
- King Fahd Road and Al Khobar's commercial streets. Street-front and drive-through units that compete on visibility and parking, and take the most dust.
- Malls such as the Mall of Dhahran and Al Rashid Mall. Climate-controlled units where the landlord's fit-out guide and working-hour rules drive the programme.
- Dhahran, around Ithra. A cultural destination that suits concept-led cafés.
- Dammam Corniche and central Dammam. Family-oriented waterfront dining and neighbourhood restaurants, often in mixed-use buildings where exhaust routes and neighbours need early checks.
- Half Moon Bay. Beach and leisure dining near Al Khobar, busy at weekends, with full exposure to sun, wind and sea air.
Jubail and Qatif have their own food and beverage markets, and we can review units there on the same basis.
Eastern Province approvals: Amanat Al Sharqiya, Balady, Civil Defense and the landlord
A restaurant is ready when it passes its inspections, not when the paint dries. Requirements depend on the activity, size and location, and the relevant authority always confirms what applies. Operators typically deal with:
- Eastern Province Municipality (Amanat Al Sharqiya) and Balady. Food businesses generally need a municipal licence for the activity and location through the Balady platform, and municipal health requirements shape the kitchen, washing, storage, grease trap and ventilation. Check permitted use and signage before you sign a lease.
- Civil Defense safety certificate (Salamah). Commonly required before opening. Inspections usually cover fire alarm and extinguishing systems, emergency lighting and exits and, for gas cooking, hood suppression and the gas installation.
- Saudi Building Code. The applicable parts are expected to govern fire separation, accessibility, electrical, plumbing and mechanical work.
- Outdoor seating. Saudi Arabia has set rules for restaurants and cafés that use adjacent pavements, and a terrace usually needs landlord and municipal approval. We raise it early so the terrace you design is one you can open.
- Landlord and mall fit-out guides. Malls approve drawings before works start and set rules on working hours, deliveries and shop fronts.
Licensing stays with you or your consultant. Our job is to make the drawings and the finished unit match what is approved.
Unit checklist: what to confirm before you sign
Send us the unit plan and we will test a layout against it before you commit. For an Eastern Province unit we check:
- Permitted use for food and beverage, and whether the landlord allows gas cooking.
- A kitchen exhaust route to roof level, plus space for make-up air.
- Power capacity for the kitchen, the coffee bar and AC sized for humid air.
- Drainage falls, a grease trap position and drains for condensate and ice machines.
- How exposed the shop front and any terrace are to sea air, sun and the northwesterly wind.
- Whether the terrace is inside the lease line and can be approved.
- Shop-front and signage rules, and parking or drive-through queuing.
How an Eastern Province fit-out runs
- Discover. We take your brief, survey the unit and record what the landlord provides and how exposed it is to sea air and dust.
- Design. Concept, layout, mood boards and 3D visuals from our Cairo design studio, tested against your menu and seating target.
- Shop drawings and itemised BOQ. Detailed drawings for landlord and municipal submissions, with a bill of quantities priced line by line, including the coastal and dust-control specification. If you only need design, as El Mukhtar Sweets did, your contractor builds from these drawings.
- Deliver. On design and build commissions, site works are mobilised for your project, with regular progress updates planned around landlord access windows and inspection dates.
- Delight. Testing and commissioning of AC, extraction and drainage, snag close-out before the Civil Defense and municipal inspections, and as-built drawings at handover.
Our quality management system for finishing and decoration works is ISO 9001 certified.
What moves the budget of a restaurant or café fit-out in Al Khobar and Dammam
We do not publish a price per square metre. The main drivers are:
- The condition of the unit, from bare shell to an old fit-out to strip out.
- The coastal specification, such as marine-grade stainless, galvanised and coated steel and insulated glazing.
- Air conditioning sized for humidity, dust filtration, kitchen exhaust, make-up air, gas and fire suppression.
- Terraces, shading, screens and outdoor lighting, where approved.
- Entrance lobbies, the shop front and landlord rules such as night work.
- Custom joinery, bars, display counters, feature walls and imported furniture.
Working to a fixed budget? Say so early. The itemised BOQ shows where the coastal specification adds cost, so you can phase the rest without cutting corners on corrosion or moisture.
Scheduling around summer, Ramadan and the cooler months
- Summer midday work ban. Saudi Arabia bans outdoor work under direct sun from 12:00 to 15:00 between 15 June and 15 September, as announced each year. Shop-front, terrace, rooftop and exhaust works move to early mornings and evenings where the landlord allows.
- Dusty, windy spells. Shamal days can interrupt external works and outdoor finishes, so the programme leaves room for them.
- Opening targets. Many operators aim to open before Ramadan or the cooler months, when terraces are busiest, so we plan backwards from that date.
- Long-lead items such as marine-grade metalwork and kitchen equipment are ordered once the layout is frozen.
We do not publish a standard duration. A realistic programme follows the site survey and design freeze.
