Villa Finishing and Interior Design in Dammam, Al Khobar and Dhahran: Design and Build for the Eastern Province

Design and build villa finishing in Dammam, Al Khobar and Dhahran for shell, developer and renovation projects, specified for extreme heat, Gulf humidity, dust and high groundwater, with majlis planning and an itemised BOQ after a site survey.

Villa finishing in Dammam, Al Khobar and Dhahran, built for the Gulf coast

A villa in the Eastern Province has to cope with three things at once: summer days that often reach the mid-40s °C, Gulf humidity that peaks in late summer, and ground that in many coastal districts holds salty water only a metre or two below the surface. Add the shamal winds that carry fine dust into every gap, and you have a finishing brief that differs from Riyadh's dry heat and from Jeddah's Red Sea coast. The same drawings need a different specification in Al Khobar.

NoVi Designs and Finishing is a design and build contractor. We take a villa from site survey to handover under one contract: space planning, villa interior design, 3D visuals, MEP coordination, finishing works, joinery and kitchens, smart home, exterior and landscape, and handover with snag close-out and as-built drawings. Our quality management system for finishing and decoration works is certified to ISO 9001. Whether you are finishing a shell villa in north Dammam, personalising a developer home in Al Khobar or renovating a family house in Dhahran, we start from two questions: what does this plot and this climate do to the building, and how does your family want to live and receive guests?

What our villa fit-out service covers in the Eastern Province

  • Space planning and interior design: majlis, family living, bedrooms, service areas and outdoor spaces tested on the real plans, then mood boards and 3D shots for sign-off.
  • Shop drawings and MEP: partitions, ceilings, lighting, electrical, AC and fresh air, plumbing, drainage, tanks and low current coordinated floor by floor.
  • Finishing works: plaster, gypsum ceilings, flooring, cladding, paint systems, doors, bathrooms, and waterproofing and insulation from the ground slab to the roof.
  • Kitchens and joinery: open show kitchens, closed main kitchens, wardrobes, majlis panelling and doors, through our kitchen design and build and furniture design and build services.
  • Smart home, exterior and landscape: automation, facades, courtyards, roof terraces, pool decks and gardens specified for heat, dust and, near the sea, salt.

Where your villa project starts

New-build from shell (عظم)

The structure and blockwork are up, with no plaster, services or finishes. In the Eastern Province this is the stage where the ground slab, the damp-proofing at the base of walls and the roof waterproofing can still be done properly. Ideally we join before the structure is complete, so shafts, AC routes, roof falls and ground floor levels suit both the design and the plot.

Developer villa in a new scheme

New villa schemes in north Dammam and around Al Khobar are often sold shell, semi-finished or to a standard specification. We survey what was delivered, read the developer warranty and community rules, then change flooring, kitchens, lighting, joinery and majlis finishes without harming systems you want to keep under warranty.

Renovating an established family villa

Older villas in Al Khobar, Dhahran and central Dammam typically show the same pattern: salt marks and flaking plaster at the base of ground floor walls, rusted rebar or railings, tired split AC units and plumbing. We start with a condition survey, because new finishes over rising damp or failing services do not last.

Refurbishing a villa to let

The Eastern Province has a large professional rental market. Owners refurbishing a villa to let usually want durable, easy-maintenance finishes, efficient AC and a neutral design that suits Saudi and expatriate families. We plan the scope around the rental brief and the budget.

Dammam, Al Khobar and Dhahran districts, and what each asks of a villa

Without claiming projects in any of them, these are areas villa owners commonly ask about:

  • Ash Shati Ash Sharqi, Dammam: an established district close to the Dammam Corniche, with villas and compounds. Sea-facing elevations need coastal-grade metals and glazing, and ground floors need a careful damp check.
  • Ash Shulah and Al Fakhriyah, Dammam: areas with newer villas, many sold shell or semi-finished, where buyers finish to their own taste and a good ground slab detail still matters.
  • Al Hamra and Al Ulaya, Al Khobar: sought-after districts with family villas, where renovation and majlis-led layouts are common briefs.
  • Al Rakah, Al Khobar: villas of mixed ages north of Al Khobar, bordering Dhahran, so the condition of services and waterproofing varies from house to house.
  • Al Aziziyah, south Al Khobar: villas, compounds and schemes towards Half Moon Bay, where salt air and wind-blown sand both shape the exterior specification.
  • Doha and Dana, Dhahran: neighbourhoods developed by Saudi Aramco for its employees under its home ownership programme, where many owners are now renewing older villas.

Groundwater, sabkha and damp at ground level

This is the issue that most separates the Eastern Province from inland cities. Large parts of the Dammam, Al Khobar and Dhahran coast sit on or near sabkha, salt flats with a shallow water table and very salty groundwater. One geotechnical mapping study of the Al Khobar, Dhahran and Dammam area recorded an average groundwater depth of about 1 m on the sabkha flats and under 2 m on the coastal plain, with much deeper levels on higher, rocky ground. The salts in that water attack concrete, steel and plaster from below.

What that means for finishing:

  • Check before you finish: during the survey we look for salt bloom, damp tide marks and spalling at the base of walls and columns, and ask for any soil report from the original build.
  • Damp-proofing at the base of walls: where moisture is rising, plaster and paint alone will fail again. The fix is to address the source with the right membrane or treatment, then use salt-tolerant renders and finishes at low level.
  • Basements need a real tanking system: on a high water table a basement is effectively below water for part of the year, so it needs continuous waterproofing, and finishes, electrical boards and storage are planned around that.
  • Floors and skirting: porcelain, sealed stone and moisture-tolerant skirting at ground level, rather than timber or gypsum that wicks water.

If a structural repair is needed, we flag it early so a structural engineer can assess it before any finishing starts.

Extreme heat, Gulf humidity and the AC design

Summer in Dammam and Al Khobar is long and very hot, and coastal humidity rises sharply in late summer. A villa here has to keep heat out first and then manage moisture inside.

  • Keep the heat out: roof and wall insulation, shaded openings and solar-control double glazing on the west and south. The Saudi Building Code includes an energy conservation code for low-rise residential buildings (SBC 602) that covers envelope insulation, glazing and duct insulation, and we design to the parts that apply to your scope.
  • AC sized for heat and moisture: the MEP design considers solar gain, glass areas, large majlis volumes and humid fresh air, with zoning so the majlis can run hard when guests arrive without overcooling the rest of the house.
  • Stop condensation: refrigerant and chilled water pipes and supply ducts fully insulated and vapour sealed, with condensate drains that fall properly and can be reached for cleaning.
  • Finishes that tolerate it: moisture-resistant boards in wet areas and ceiling voids, mould-resistant paints and grouts, and ventilated wardrobes.

Shamal winds and dust: sealing the house

The shamal, the strong northwesterly wind of the Gulf, is often strongest in late spring and early summer and can blow for days, carrying fine dust. Inside a villa, dust finds every gap and ends up in AC coils, on joinery and in tracks of sliding doors. We plan for it:

  • Airtight openings: windows and sliding doors with good seals and gaskets, and sealed joints between frames and walls.
  • Filtered fresh air: fresh air brought in through filters that can be reached and changed, rather than through leaks.
  • Entrances that trap dust: a lobby or vestibule at the main entrance where the layout allows, and matwells at doors used daily.
  • Easy-clean finishes: matt porcelain, sealed stone and joinery with simple profiles that do not collect dust.
  • Outdoor areas: pergolas, screens and outdoor fabrics that can be hosed down, and pool areas planned with dust in mind.

Salt air near the Corniche and Half Moon Bay

Villas close to the Al Khobar and Dammam corniches or towards Half Moon Bay also face sea salt. It attacks exposed metal, fixings and coatings, so for exterior work we typically specify marine-grade 316 stainless steel for railings and fittings, powder-coated aluminium for pergolas and screens, matching stainless or coated fixings, and render and paint systems suited to salt. Further from the water, a standard exterior grade can be enough, and the BOQ shows where the coastal grade adds cost.

Planning the majlis and family life

Men's and women's majlis: a men's majlis near the main entrance and a separate women's majlis or family reception, each with its own guest bathroom, coffee and tea service point and acoustic privacy. In the Eastern Province many families host large weekly gatherings, so we also consider an outdoor majlis or a shaded courtyard for the cooler months. See our Gulf and majlis designs.

Separate circulation: guests reach the majlis and dining room without passing family areas, usually through a separate guest entrance and a service route from the kitchen.

Two kitchens: many families want an open show kitchen for daily use and a closed main kitchen for heavy cooking, with proper extraction and an outdoor cooking area for gatherings.

Service areas: a driver room with external access, staff rooms with proper AC and ventilation, and a planned place for tanks, pumps and AC equipment away from bedrooms.

Design direction: Gulf character or a clean contemporary home

Briefs in Dammam and Al Khobar range widely. Some owners want Gulf character in the majlis: carved or CNC timber panels, mashrabiya-inspired screens, warm stone and traditional seating. Others, especially in Dhahran and Al Khobar, prefer clean contemporary interiors with large openings and a calm palette that hides dust well, such as sand, warm grey and stone. Many combine the two, with a traditional majlis and a modern family wing. We keep one direction from facade to joinery. Smart home, courtyards and outdoor living

Lighting scenes, AC and curtain control, CCTV, intercom and access control through our home automation service, with partners including HDL and Schneider, wired at the MEP stage. In the Eastern Province smart control earns its place in summer: AC schedules, pre-cooling the majlis before guests arrive and remote monitoring when the family travels. Outside, shaded courtyards and roof terraces with fans, lighting and drip irrigation, and planting chosen for heat and salt, extend living space from October to April. See our villa exterior and landscape design work.

Permits, the Saudi Building Code and community rules

Structural changes, extensions, annexes and facade changes typically need a permit from the Eastern Province Municipality (Amanat Al Sharqiyah) through the Balady platform. Balady also offers a building restoration permit for works that return a building to its previous condition without adding new elements, and it lists a valid building permit and a contract with an engineering office among its requirements. The authority confirms what applies to your scope. Works generally follow the Saudi Building Code, some elements carry Civil Defense requirements, and developer communities usually add their own approvals for exterior changes. We prepare the drawings and agree upfront who submits each item.

Our villa process

  1. Discover: brief, site survey and an as-built layout, including checks for damp at ground level, salt damage, corrosion and AC condition.
  2. Design: space plan, mood boards, 3D shots and a material list matched to heat, dust and, where relevant, salt.
  3. Shop drawings and itemised BOQ: every item quantified and priced line by line.
  4. Deliver: execution with regular progress updates and site checks against the shop drawings.
  5. Delight: testing of AC, drainage and systems, snag close-out and as-built drawings at handover.

Timeline and cost

NoVi execution for villas typically takes 4 to 8 months depending on scope, and a large villa from shell with basement, pool and full landscape may take longer. The main drivers are the starting condition, any damp or structural repairs found at survey, design sign-off, approvals, long-lead imported items and summer limits on outdoor work. We do not publish price per square metre figures, because cost depends on area and floors, waterproofing and damp-proofing scope, AC and insulation, exterior grade near the sea, finish level, stone, joinery, smart home and outdoor works. You receive an itemised BOQ after the site survey, with a phased programme.

Site logistics: summer, shamal, Ramadan and imports

Each summer Saudi Arabia bans outdoor work in direct sun at midday, usually from 15 June to 15 September between 12:00 and 15:00, so check the current year's dates. In Dammam and Al Khobar, late-summer humidity also slows roof waterproofing, facade work and paint curing, so we schedule outdoor trades for early mornings and the cooler months, and we allow for shamal days when dust stops exterior finishing. Working hours are shorter in Ramadan. Imported stone, sanitaryware and fittings for the Eastern Province usually arrive through King Abdulaziz Port in Dammam, and we order long-lead items early so they do not hold up the site. Moving in before Ramadan, Eid or the new school year? Tell us early and we plan backwards from that date.

Questions

Frequently asked questions

Straight answers to what clients ask us before a site survey. Not covered here? Ask the team directly.

Ask the team

How much does villa finishing cost in Dammam or Al Khobar?

We do not publish a price per square metre, because cost depends on the starting condition, area and floors, any damp-proofing or waterproofing work at ground level, AC and insulation, the exterior grade near the sea, finish level, stone, joinery, smart home and outdoor works. After a site survey you receive an itemised BOQ that you can review and value-engineer line by line.

How long does it take to finish a villa in the Eastern Province?

NoVi execution for villas typically takes 4 to 8 months depending on scope, and larger villas may take longer. Design sign-off, approvals, any damp or structural repairs found at survey, long-lead imported items and summer limits on outdoor work are the main drivers. We issue a programme after the site survey.

Why do ground floor walls in Dammam and Al Khobar villas show salt and damp?

Many coastal parts of Dammam, Al Khobar and Dhahran sit on or near sabkha, with a shallow water table and very salty groundwater. Moisture and salts can rise into the base of walls and columns, which leaves white salt bloom, flaking plaster and rusting steel. Repainting does not fix it. The source has to be treated with the right damp-proofing, then finished with salt-tolerant materials at low level.

Is a basement a good idea for a villa in Al Khobar or Dammam?

It can be, but on a high water table a basement needs continuous waterproofing and finishes, electrical boards and storage planned around the risk of water. We check the plot conditions and any soil report before recommending a basement fit-out, and we flag anything that needs a structural engineer.

How do you keep shamal dust out of a villa?

We specify well-sealed windows and sliding doors, sealed joints between frames and walls, filtered fresh air with filters that are easy to change, a lobby at the main entrance where the layout allows, and easy-clean finishes such as matt porcelain and sealed stone.

Can you finish a shell or developer villa in north Dammam?

Yes. For a shell villa we prefer to join before the structure is complete, so the ground slab, damp-proofing, shafts and AC routes suit the design. For a developer villa we survey what was delivered, check the warranty and community rules, and design changes without affecting systems you want to keep under warranty.

Do I need a permit to renovate or finish a villa in Dammam or Al Khobar?

It depends on the scope. Structural changes, extensions, annexes and facade changes typically need a permit from the Eastern Province Municipality (Amanat Al Sharqiyah) through Balady, and Balady has a separate building restoration permit. Works generally follow the Saudi Building Code. The authority or developer confirms what applies, and we agree upfront who submits each item.

Do you work in Dammam, Al Khobar and Dhahran?

Yes. Our Saudi work covers Riyadh, Dammam, Al Khobar, Makkah and Madinah, and we take on villa projects across Dammam, Al Khobar and Dhahran. Call or WhatsApp +966 54 346 1981, Sunday to Thursday, 10:00 to 18:00 Saudi time, to discuss your villa, its district and your timing.
