Shop fit-out for Dammam, Al Khobar and Dhahran units
Retail fit-out in Dammam and Al Khobar covers everything between receiving an empty unit and opening the doors: store design, the landlord and municipal approvals pack, shopfront and sign, MEP, joinery, finishes and handover. NoVi Designs and Finishing delivers this as design and build, so the team that draws your store also prepares the submissions and builds it, with a specification written for Gulf-coast salt air, humidity and shamal dust. Whether the unit is in a Dhahran mall or on a Khobar high street, we start with three questions: what the landlord allows, what the municipality requires, and how firm the opening date is.
Retailers we design stores for between Dammam and Dhahran
- Mall tenants: brands taking a unit in a managed centre, where the tenant manual and the mall's review team shape every drawing.
- High-street and showroom operators: street-front stores on King Fahd Road, Prince Turki Street and the Corniche in Al Khobar, or on Dammam's commercial roads, where the frontage itself is the advert.
- Franchise roll-outs: franchisees, including brands arriving from Riyadh or Jeddah, who need the franchisor's brand book, the landlord's rules and Saudi requirements to agree on one set of drawings.
- Trading refits in Khobar and Dammam: a tired store refreshed in phases behind a hoarding, so neighbouring tenants and Thursday evening shoppers are not disturbed.
The malls and streets shaping Eastern Province retail
Large managed centres in the region include Al Rashid Mall in Al Khobar, the Mall of Dhahran, Othaim Mall in Dammam and Westfield Dammam, the former Nakheel Dammam Mall, which Cenomi Centers rebranded in December 2025. Cenomi has also awarded a design and build contract for a planned Al Khobar Downtown Mall and Boulevard, so more mall space is coming to Khobar over the next few years. Ownership and management of some centres have changed recently, so ask your leasing contact which team issues the tenant manual and signs off drawings. Outside the malls, Al Khobar's Corniche, Prince Turki Street and King Fahd Road carry high-street retail, and weekend shoppers who cross the King Fahd Causeway from Bahrain add to the peaks.
From tenant manual to mall approval letter
Every centre writes its own tenant fit-out manual and shares it with tenants and their contractors, so the details below are typical rather than universal:
- Reading the manual: it sets the shopfront envelope and bulkhead, the sign zone and how the letters may be lit, the approved material list, ceiling heights and the points where chilled water or AC, power, drainage and sprinklers tie in.
- Concept, then detail: the mall usually sees a short concept pack with the frontage and layout before any technical drawings. Detailed architectural, shopfront, MEP and fire sets follow, and we turn round each set of mall comments until the approval letter is issued.
- Paperwork before access: many landlords ask for contractor insurance, a fit-out deposit or bond, a list of workers needing passes, method statements and a site safety briefing. Your leasing team will confirm which of these apply.
- Working in a live centre: a full-height hoarding hides the unit, cutting and drilling are usually pushed to after closing time, and materials come in through the loading bay at booked times.
- Handover to trading: mall management walks the unit, fire alarm and sprinkler tie-ins are tested, and we close every snag on the list before stock goes in.
A lease often fixes a rent-free fit-out window and an opening date. Share those clauses and the manual with us and we plan the programme back from the day you want to trade.
Licensing a shop and its sign with the municipality
Municipal matters in Dammam and Al Khobar fall under the Eastern Province Municipality (Amanat Al Sharqiya), which oversees municipalities including Al Khobar, Dhahran and the Dammam districts. In practice a store typically needs:
- A commercial licence through the Balady platform, issued with a Civil Defense safety permit. Some activities also need a Civil Defense certificate through the Salamah platform or a site inspection.
- A sign licence: Balady runs a separate service for commercial and advertising signs, and it asks for an active commercial registration and the lease. A ministry shop-sign guide reported in the Saudi press called for raised letters on the facade, concealed lighting and no shop signs on upper floors. Rules are updated, so check the current Eastern Province requirements before the sign is made.
- An Arabic trade name: under the current Trade Names Law an English name has to come with an Arabic version, so plan the sign artwork for both.
- Code compliance: fit-out work is expected to follow the Saudi Building Code, including the Saudi Fire Code (SBC 801), and Civil Defense requirements.
Requirements vary and change, so confirm them with your landlord and the authorities. We prepare the drawings these applications rely on and agree with you at the start who files each one.
Building a store that lasts on the Gulf coast
Dammam and Al Khobar are more humid than inland Riyadh, the sea breeze carries salt, and the shamal can bring dusty days in early summer. For a store, that shows up in specific places:
- Shopfront and sign: marine-grade stainless or coated fixings, sealed sign letters and protected LED drivers on street-facing frontages, so corrosion does not stain the facade.
- Glass and doors: a strongly chilled shop against warm, damp air can mist the glazing. Insulated glazing, good seals and air curtains on street doors help.
- AC and stock: AC sized to pull moisture as well as heat, with accessible filters for dusty spells, protects fabric, leather, paper packaging and perfume.
- Behind the display: stockroom shelving on moisture-resistant board, powder-coated metal gondolas that will not rust near the Corniche, and porcelain or terrazzo floors that shrug off sand carried in from the street.
Imported fixtures and King Abdulaziz Port
Many brand fixtures, lighting and finishes are imported. King Abdulaziz Port in Dammam is a main entry point for the Eastern and Central regions, which helps, but customs clearance still adds time, and regulated products such as lighting generally need SASO certificates through the SABER platform before they clear. We list long-lead items as soon as the design is fixed and order them in parallel with approvals.
Timing an opening in Dammam or Khobar
Four things usually decide the date. First, the unit itself: a clean shell moves faster than one where a previous tenant's shopfront, ceiling and ductwork must come out. Second, sign-offs: your own approval of design and samples, then the landlord's, the franchisor's and the authorities' review rounds. Third, lead times for imported fixtures, lighting and illuminated letters, including SABER certification. Fourth, site hours, since many centres allow noisy work only after closing.
Street-front works also meet the annual summer ban on outdoor work in direct sun at midday. The Ministry of Human Resources and Social Development announces it each year, and it has typically run from 12:00 to 15:00 between mid-June and mid-September, so we plan facade and sign installation around it. After the survey you get a phased programme rather than a standard duration.
Where the money goes in an Eastern Province store
We do not publish a rate per square metre, because two Khobar units of the same size can differ widely. The biggest swings come from whether a previous tenant's fit-out must be stripped, how much of the frontage is glass or cladding the landlord specifies, and whether the sign needs coastal-grade fixings and a street licence. Inside, bespoke joinery and lockable display cases, the AC and dehumidifying load, CCTV, data and fire alarm or sprinkler changes, and the finish level from porcelain to natural stone all move the figure. Landlord conditions such as a nominated fire contractor, night-only shifts and imported rather than locally sourced items add more.
After the site survey we send an itemised BOQ, line by line, so you choose where to spend and where to hold back.
How we work: design, approvals pack, build
- Consultation and survey: we review your brief, the lease terms and the tenant manual, and check the unit's services.
- Store design: we draw the selling floor around your best-selling lines, choose finishes that suit the brand book, light the window and the hero wall, and show it all in 3D before you approve.
- Approvals pack: shopfront, sign, MEP and fire drawings for the landlord and authorities, plus the itemised BOQ. Read more on our corporate and commercial design and build services.
- Build and hand over: our site team works in the hours the mall or street allows and reports progress each week. Loose furniture comes through our FFE supply service, and we finish with testing, inspections, snagging and as-built drawings.
If you only need design and have your own contractor, we can stop after the approvals pack.
NoVi design work in Saudi Arabia
None of these was a NoVi construction job. All four were design-only commissions, and their pages describe drawings, renders and design scope, nothing built by us on site:
- Closest to home, El Mukhtar Sweets, Al Khobar (design only) is the interior of a sweets shop where one continuous run of counters is visible from the door and a fully glazed shopfront faces the street.
- In the capital, Hassan Café, Riyadh (design only) is a 400 m² café designed across interiors, furniture and fixtures, lighting and custom joinery.
- For a retail podium, Sumou Al Shabab Mixed Use, Riyadh (design only) is NoVi's concept and architecture for three storeys of shops below a 45+ storey office tower and a hotel.
- At larger scale, Al Akaria Center One, Riyadh (design only) is architectural design and visualisation for retail at podium level beneath a hotel and residential towers.
